CBI FIR in AIIMS procurement scam

Nearly three years after corruption allegations surfaced in the procurement of procedures at the All India Institute of Medical Sciences (AIIMS), New Delhi, the Central Bureau of Investigation (CBI) has registered a first information report (FIR) in the case.

Upto 17 tenders worth Rs 24, 17, 029 were obtained dishonestly by the accused in connivance with AIIMS officials, the CBI inquiry reveals.

The alleged scam had occured in 2013 - 14, when the store office in AIIMS had floated 27 rate enquiries during the time when ex-director of AIIMS, Dr MC Mishra was the head of the surgery department and the head of the tender committee formed to float the REs.

The accused, Jagmohan Rishi, an associate of HS Enterprises, has signed letterheads for placing quotations for upto 17 RE on behalf of three other suppliers - Bhagwandas Narinder Kumar, Harsh Scientific and Sai Mediwell Pvt Ltd, revealed the CBI inquiry. Most of the tenders were awarded to HS Enterprises.

The inquiry nails an Upper Division Clerk of AIIMS, Naresh Kumar for conniving with the other accused suppliers. To restrict participation of genuine bidders, Rishi handed over Kumar REs by hand instead of sending it through speed post, courier or email. Kumar never maintained any documents related to sending or receiving REs in records of the AIIMS store office.

An inquiry by the Vigilance Cell of AIIMS in 2014 had revealed that amount of unused and expired items in the Surgery department ran into a whopping Rs 60 lakhs.

While no tender inquiries were reportedly recieved by Bhagwandas Narinder Kumar and Harsh Scientific and REs were not sent at the addresses of other firms, process had gotten circumvented by the AIIMS officials.

The FIR has been filed pressing charges of criminal conspiracy, cheating, forgery of valuable security, will, forgery for purpose of cheating, using as genuine a forged document and criminal misconduct by public servants by the CBI.
