CBI chief Alok Kumar Verma in dock for office misuse

The Department of Personnel and Training (DoPT) is contemplating disciplinary action against Central Bureau of Investigation (CBI) director Alok Kumar Verma for misusing his "official position and the organisation" to target junior colleague Special Director Rakesh Asthana.

Sources say DoPT is to issue show cause notice to Verma seeking explanation about "misconduct" on his part for using his official position to personally and publically target and intimidate the junior officer for making complaints against him at Central Vigilance Commission (CVC).

A meeting was held to discuss Verma's alleged misuse of his position and of the spokesperson office after a report was published in media. During the meeting, sources said, it was found that the CBI director misappropriated resources of the institution to defend a case of his alleged official malfeasance.

Not only that, the DoPT found that by doing so, Verma not only broke Civil Services Rules, but also sent an incorrect message within the organization. "Misusing official position to intimidate a junior officer is violation of service rules and deserves strictest disciplinary action," said a source.

The director's alleged act is said to have jeopardized the functioning of the country's premier investigating agency. "As per the rules, no government servant shall indulge in interference with work or creating an intimidating or hostile work environment," says a source. "Verma's act not only brought a bad name to the CBI but also to the DoPT and the Prime Minister's Office (PMO)."

The CBI spokesperson declined to comment and the agency's director did not respond to text messages sent on his mobile phone.

On Friday, Verma had issued a statement, through the CBI Spokesperson's office, in his defence after CVC opened an enquiry against him. Through the statement, the CBI targeted the 1984 batch Gujarat cadre IPS officer and even tarnished his professional reputation. Further, by issuing the statement, Verma accused Asthana of corruption. The act of issuing statement amounts to intimidation in itself.

Asthana had recently approached the government with a note saying Verma is interfering in probes undertaken by him and he is being vilified. He had alleged that Verma tried to scuttle a raid against RJD chief Lalu Prasad and he reported the matter to CVC.

On Friday, Verma accused Asthana of being corrupt and publicly humiliated him even before CBI's vigilance team could complete a probe into the allegations against Asthana.

Earlier too, Verma targeted Asthana while opposing his promotion as Special Director, even after Asthana was appointed so by a panel's unanimous decision.
