CAG going slow on Rafale deal, Demonetization reports: Former bureaucrats

As many as 60 retired bureaucrats have written to the Comptroller and Auditor General of India and President Ram Nath Kovind demanding the submission of audit reports on the Rafale fighter aircraft deal signed between India and France in 2015 and demonetization in November 2016.

Earlier, theses former bureaucrats had attacked the government over the apparent rise in intolerance in the country and the gang rape and murder of an eight-year-old girl in Kathua.

The ex-babus said that the audit reports on demonetization and the Rafale was being deliberately delayed to save the NDA government from embarrassment till next year's general elections. In a letter, the retired officers alleged that the central auditor had dispensed its constitutional duties to go slow on the reports.

The former bureaucrats also clarified that as a group, they have "no affiliation with any political party and they believe in impartiality, neutrality and commitment to the Constitution of India.

Further, they said, "It is more than 20 months since the previous CAG made the statement that they are preparing a report but there is no sight of the promised audit report on demonetization."

Citing the past reports, the retired officials said the CAG's audit reports on the 2G, Coal, Adarsh and Commonwealth Games scams that influenced public perception of the then government's actions had invited appreciation from various quarters.

"But an impression is gaining ground that the CAG is deliberately delaying its audit reports on demonetization and the Rafale deal till after the May 2019 elections so as not to embarrass the present government," read their letter.

The joint letter also said that in the past, CAG has been criticised for nit-picking and focusing on trivial issues on the one hand, and for audit overreach. "But there was never any occasion to accuse the CAG of being influenced by the Government of India or having to remind it about the timely performance of its Constitutional duties."

The signatories of the letter, included former IPS officer and former Ambassador to Romania Julio F Ribeiro, former IFS officer and Ambassador to Myanmar PMS Malik, former IAS officer turned social activist Aruna Roy, former Pune Police commissioner Meeran Borwankar, former CEO of Prasar Bharati Jawhar Sircar, former envoy to Italy K P Fabian and Central and all India services officers.
