While the Modi government is in the midst of its third anniversary celebrations — marked by country-wide programmes publicising its achievements and flagship schemes — it feels important Cabinet decisions have been losing out on adequate publicity.

To ensure Cabinet decisions get a better and wider reach, the Cabinet secretariat has decided that all Central ministries will have to put forward a detailed communication plan, along with the individual Cabinet note, and also a press brief.

So far, Cabinet notes enclose only a draft press brief explaining the proposal, its target audience and the benefits it would bring to them.

A senior official, privy to the development, said the proposed communication plan across all media will help disseminate information about Cabinet decisions, and ensure that it reaches the select target audience.

"Information about many Cabinet decisions which are region-specific, and would be important for locals in a certain region, do not end up reaching them. But by adopting a region-specific approach and using multiple platforms depending upon the region, there could be more awareness among people over important cabinet decisions," the official said.

Sources say a strategy for disseminating information about Cabinet decisions has already been outlined for the ministries.

This includes using mass media including publicising cabinet decisions and their impact on people, on regional and national print media and TV, as well as opinion pieces in leading dailies on the scope of the decision and its benefit to people, bulletins on All India Radio as well as private FM channels.

Organising interviews on TV/ radio and talk shows, personalised messages, creating video messages and WhatsApp posts and mailers with graphics about decisions approved by the union cabinet or the cabinet committee on economic affairs are other suggested strategies.

Ministries also intend to cash in on social media and they have been suggested to tweet about decisions and share posts on Facebook on them for better reach to people.

Putting up hoardings, organising street plays and write letter to elected representatives of local bodies about Cabinet decisions are measures suggested for publicising them.
