Cabinet allocates Rs 20,000 crore budget for Namami Gange

The Union Cabinet on Wednesday cleared the flagship 'Namami Gange' integrated conservation mission to clean river Ganga. Under Namami Gange the schemes of pollution abatement, ghat beautification works and a host of other things have been provided with a budget outlay of Rs20,000 crore till 2020. The allocation is a four-fold increase over the expenditure in the past 30 years, a government note said. Due the pending Cabinet approval, the National Mission for Clean Ganga, the implementing body of National Ganga River Basin Authority could only approve projects cleared during the previous regime, as dna had reported earlier. dna had also reported that the parliamentary committee on Ministry of Water Resources, River Development and Ganga Rejuvenation had criticized the ministry for keeping idle, Rs1,500 crore that were allocated in budget of 2014-15.

'Namami Gange' will focus on pollution abatement interventions such as interception, diversion & treatment of wastewater flowing through the open drains through bio-remediation, appropriate in-situ treatment, sewage treatment plants (STPs), effluent treatment plant (ETPs). Under the scheme, there will be 100 per cent funding from Centre for the vairous projects. The Centre has also planned to look after operation and maintenance of assets for a minimum of ten years. The public-private partnership model and special project vehicle model will be pushed for the establishment of STP's.

The program will focus on involving the States and grassroots level institutions such as Urban Local Bodies and Panchayati Raj Institutions in implementation. The program would be implemented by the National Mission for Clean Ganga (NMCG), and its state counterpart organizations, State Program Management Groups (SPMGs).
