Budget session of Parliament: 3 weeks in, both Houses still remain non-functional

RS and LS adjourned till Tuesday as disruptions continue to stall session

For the 15th consecutive day, both the Houses of the Parliament were adjourned over disruptions by protesting MPs shouting slogans in the Wells. While Rajya Sabha was adjourned within a few minutes of convening, Lok Sabha was adjourned to convene at noon, but was again adjourned soon after. Both Houses will now meet next on Tuesday on account on Ram Navami on Monday.

Proceedings in the Rajya Sabha began with the House paying tributes to freedom fighters Bhagat Singh, Shivaram Rajguru and Sukhdev Thapar. Chairman Venkaiah Naidu said, "Their patriotism and their selfless sacrifice have immortalised them for all times."

As the proceedings began, the disruptions led Naidu to state that the House of Elders have "let down the people of the country for three long weeks". He further said that he has been asked by "well-wishers" why the House was not adjourned sine die. Soon after, papers were laid in the House amid disruptions and the House was adjourned.

In Lok Sabha, too, the stalemate continued with members disrupting the proceedings. Speaker Sumitra Mahajan paid tribute to the freedom fighters, after which the House was adjourned within minutes.

When the House convened again at noon, Mahajan announced the appointment of a committee of Parliament to look at the provisions of the Seventh Pay Commission to the Secretariats of Rajya Sabha and Lok Sabha. The Committee will comprise of parliamentary affairs minister Ananth Kumar, finance minister Arun Jaitley and MPs Murli Manohar Joshi, Mallikarjun Kharge, Veerappa Moily, Ram Gopal Yadav.

Soon after, papers were listed and then Zero Hour was taken up. Jamshedpur MP Vidyut Charan Mahto said that because of the Tata's companies in the city, there are long traffic jams due to the cars that come into the state.

Nalanda MP Kaushalendra Kumar demanded that the Centre grants a monthly entitlement to farmers in his locality.

Disruptions, however, continued, and once again the Speaker told the MPs that the no-confidence motion cannot be taken up unless the House is in order. The House was adjourned soon after.
