The deadlock inside the Parliament continued for the 13th day, with both Houses being adjourned within minutes of convening. The no-confidence motion, called for by the TDP and the YSR Congress was not taken up again, with Lok Sabha speaker Sumitra Mahajan stating that without the House in order, the counting cannot be conducted.

In Lok Sabha, after the papers were laid in the House, the Question Hour had just started, when MPs from AIADMK, TDP, TRS, and YSR Congress, including AIADMK's V Sathyabama and TRS's Boora Narsaiah Goud walked into the Well of the House shouting slogans and carrying placards. The House was first adjourned to convene at noon.

At noon, as the House convened again, Opposition MPs again trooped into the Well of the House, shouting slogans. Parliamentary Affairs minister Ananth Kumar appealed for peace and asked the MPs to go back to their seats to allow the business of the House to be conducted. "We are ready to discuss everything including the no-confidence motion because the Modi Government not only has full confidence in the House but outside the House in the country as well.

Mahajan said that as the House was not in order she will not be able to count the number of MPs supporting the motion. "Please listen to me. Unless the House is in order, I will not be in a position to count the 50 members. I have to count the heads. I just cannot see anything from here. How can I count the heads," she said. "Since the House is not in order, I will not be able to bring the notices before the House. I am sorry." The House was adjourned soon after this.

In the Rajya Sabha, no business was conducted and the House was adjourned within minutes of convening. Several Andhra MPs trooped into the Well of the House shouting slogans soon after papers were listed. The House was then adjourned for the day, minutes after convening, for the third consecutive day.

Leader of the Opposition in the Rajya Sabha, Ghulam Nabi Azad, said that the House needs to discuss the killing of the 39 Indians by ISIS in Iraq. He also sought a discussion on the atrocities against SC and ST. Chairman Naidu, however, asked him to submit a notice seeking a discussion.

An irate Naidu was also heard saying, "Do you want these ugly scenes to be seen by the people? Is it Parliament or something else?" amid noisy sloganeering inside the Well of the House.

"I am sorry, this is not the way," he said, before adjourning the House for the day.
