BMC diploma programme on disaster management

The Brihanmumbai Municipal Corporation (BMC) is all set to roll out a one-year diploma programme in Disaster Management in Fire and Industrial Safety (DMFIS) to enable security guards to handle disasters like fires without waiting for specialist emergency services to arrive for rescue operations.

The disaster management cell has already prepared the course details, and, if all goes to plan, the first batch of the programme will attend classes at the Mumbai University's Kalina campus by June or July.

The civic body believes that the training programme will make housing societies and industrial units more secure as their own security guards or other staff can react to disasters like fires or building collapses without wasting time.

It has been observed that a delay in launching rescue operations leads to higher casualties. The presence of someone trained to handle such situations at the incident site could prove crucial during such emergencies.

“We have noticed that when a fire breaks out or a building collapses, residents have to wait for the fire department or the disaster management team to reach the spot and start rescue operations. However, by the time the rescue team arrives, crucial time is lost and the chances of reducing casualties also go down,” said a senior official from the disaster management cell of the BMC.

“The aim of the training programme is to start rescue operations within the golden hour, save more lives and minimise losses,'' said the official.

The target of the course are security guards as they guard housing societies and industrial units and can be the first responders to fire or disaster emergencies, without wasting time.

With an intake of 40, the one-year programme will have classes on weekends, so that working people can also attend it.

A presentation regarding the course is likely to be given to the civic chief and other senior officials next week. A senior official said, “We have already worked out the details of the course and the people to be targeted for the course.”

The training programme will be open to all. The civic body will also try to arrange placement of successful candidates.
