Blow to Pakistan: US lists Hizbul Mujahideen as a terror outfit

The US has listed Kashmiri outfit Hizbul Mujahideen as a foreign terrorist organisation, in a boost to India's fight against Pakistan-backed terrorism in the restive Valley. The move also comes as a blow to Pakistan and the terror outfit as it could choke its resources and funding.

In June, the US had declared the group's Pakistan-based chief Syed Salahuddin a global terrorist. "These designations seek to deny Hizbul Mujahideen the resources it needs to carry out terrorist attacks," the US State Department said in a statement.

Hizb's property and interests in property subject to US jurisdiction are blocked, and US persons are generally prohibited from any transactions with the group that largely comprises local recruits controlled by Pakistan.

Wani was killed in July last year in an encounter in Kashmir.

Pakistan based Lashkar-e-Taiba chief and mastermind of the Mumbai 26\11 attacks, Hafiz Saeed, also made public statements about Wani's killing and hailed him as a hero.

Wani's killing triggered a prolonged spell of unrest in Kashmir with frequent clashes between security forces and stone-pelting mobs. The terror outfit also went on a recruitment spree after Wani's killing.

Hizb was formed in 1989 and is one of the largest terror outfits operating in Kashmir. "Hizbul Mujahideen is led by Specially Designated Global Terrorist Mohammad Yusuf Shah, also known as Syed Salahuddin. Hizbul Mujahideen has claimed responsibility for several attacks, including the April 2014, explosives attack in the state of Jammu and Kashmir, which injured 17 people," the US, Department of State said.

The State Department said terrorism designations expose and isolate organisations and individuals, and deny them access to the US financial system. Moreover, designations can assist the law enforcement activities of US agencies and other governments, it said.

One of the top Hizb commanders, Zakir Musa, recently set up another terror group Ansar Ghazwat-ul-Hind — an affiliate of Al Qaida. His action was condemned by the United Jihad Council, an umbrella body of terror outfits active in Kashmir. Syed Salahuddin also heads the United Jihad Council.
