As soon as the House convened to take up financial business in the post-lunch session, BJP MLAs led by Leader of Opposition Nandkishore Yadav slammed the police's cane-charge on ABVP protesters. The opposition MLAs trooped into the well of the House after Speaker Uday Narayan Chaudhary pleaded with them to take their seats and allow normal business to proceed.
Amid slogan shouting by the BJP MLAs, state rural works minister Shrawan Kumar tabled his department's budgetary demand for Rs 6,821 crore to meet expenditure for 2015-16 and soon the Speaker adjourned the House till 4.45 PM.
When the House resumed again, the Leader of Opposition drew the Speaker's attention to the police action on the ABVP protesters, which was ignored with the Speaker chiding the BJP members for disrupting the House.
As soon as Kumar got up to speak, about five dozen BJP members trooped in the well of the House and overturned a table in front of Assembly officials and raised slogans against the police action. Over the next 15 minutes, the minister ignored the din and spoke about his department's priorities and explained the Centre's indifference towards Bihar even as the BJP members continued raising slogans against the state government.
The Speaker ignored the pandemonium and put rural works department's budgetary demand for passage before the members, who did so by a voice vote. The House was then adjourned till tomorrow. Later speaking to reporters, state Water Resources Department (WRD) minister Vijay Kumar Chaudhary slammed the BJP members for their obstructionist attitude and said the opposition should have allowed transaction of financial business and then asked for a statement by the state government on the issue.
The state government was ready with a statement on the ABVP protest and police action but the BJP members did not allow us to explain the matter, he said, adding, a report has been sought from the DGP on the incident. Police fired several rounds in air and lathicharged protesting ABVP workers who tried to reach state Assembly to protest deterioration in education system in the state.
