Bihar to implement 10% EWS quota soon, says Nitish Kumar

The Bihar CM also demanded provision of separate quota for the extremely backwards castes (EBCs) at the national level.

Bihar Chief Minister Nitish Kumar on Monday said the state government was seeking a legal opinion on the 10 per cent quota for economically backward people among the general category and would implement it in Bihar soon.

Addressing media persons after his weekly Lok Samvad programme, Kumar said, "We will implement the 10 per cent quota for the economically weak forward caste people for which we are seeking a legal opinion on whether it should be implemented through an act passed in the legislature or an executive order of the government."

The 10 per cent quota for the economically weak unreserved category people was recently introduced by the Centre through a Constitutional amendment, in addition to the existing reservation system.

Kumar, also the national president of Janata Dal (United) supported the demand for raising the 50 per cent reservation ceiling for the socially backward castes set by the Supreme Court to make it proportionate to the population of the respective caste groups. He suggested fresh caste-based census to determine the population of SCs, STs and OBCs for proper enforcement of the proportional reservation. "The last caste-based census was on 1931, hence it will be good if it is done in 2021," he said.

The Bihar CM also demanded provision of separate quota for the extremely backwards castes (EBCs) at the national level. "Bihar has already implemented this," he said.

Kumar reiterated that his party was against the Citizenship (Amendment) Bill 2016 and had apprised the Union home minister about the same. "The people of Assam have their own identity and it should not be affected. Their feelings should be respected," he said.

"Mob lynching not law and order problem"

Replying to a query related to the recent incidents of mob-lynching in he state, the CM said, "It needs to be properly assessed and studied. At times, the reality is something else. There is a need to run social campaigns for this. It is not a law and order problem." He said, "There is a different motive behind village people lynching suspected thieves during the night… Coward people are behind such incidents." The state has witnessed a number of mob lynching incidents in the recent past.
