Bihar shelter home horror: Days after FIR in May, blacklisted NGO was given another project by state govt

However, the project was cancelled after the arrests were made

The Bihar government had given another project to Sewa Sankalp Evam Vikas Samiti, the NGO that operated the state-run shelter home in Muzaffarpur where at least 34 girls were raped. It was only after the accused was arrested, the government cancelled the new project.

According to a report by the Indian Express on Sunday, the state social welfare department sanctioned another project to the NGO running the shelter on May 31 — the same day police lodged an FIR against the NGO. The project was a beggars’ shelter in the state capital Patna.  The NGO was given the project for a monthly grant of Rs 1 lakh.

The CBI on Sunday took over the probe into the alleged rapes of minor girls at a shelter home in Bihar's Muzaffarpur district, an official said on Sunday.

The matter had come to light earlier this year when the Bihar Social Welfare Department filed an FIR based on a social audit of the shelter home conducted by a Mumbai-based institute.

The audit report stated that many girls at the shelter home had complained of sexual abuse. A special investigation team was formed to probe the complaints.

Girls of the government-funded shelter home here have alleged that one of their fellow inmates was beaten to death and buried at the premises of the facility, and several were raped.

Following the allegations, the Bihar Police has launched a probe and dug up the grounds of the shelter home, but are yet to find the body.

  The NGO running the shelter home in Muzaffarpur was blacklisted and the girls were shifted to shelter homes in Patna and Madhubani.

Women staff members of the shelter home and Brajesh Thakur, who ran the NGO, were among those who were arrested by the local police in connection with the case.

While political blame game is going on in Bihar, several girls have come forward to give horrific details about their stay at the shelter home. Some girls said that they would cut themselves on arms and legs to avoid sexual abuse. A girl recalled how they would bleed in pain to avoid ‘ganda kaam.’

Some others said that Brajesh ‘sir’, the owner of the shelter home, used to give them ‘keede ki dawai’ every night. The medicine made the girls drowsy. One survivor recalled how she found her pant thrown on the floor next morning.

Many girls have testified to systematic torture. Sometimes hot oil or water was also thrown at them.
