Bihar polls from October 12, results on November 8: Election Commission

The first phase of the polls will take place on October 12th, 2015, second phase on October 16, third phase on October 28, fourth phase on November 1 and final phase on November 5

The Central Election Commission of India, on Wednesday, announced the election dates for the Bihar assembly elections 2015 and said the elections will be conducted in five phases.

Speaking to media, Chief Election Commissioner Nasim Zaidi said, "Bihar elections will take place in five phases from October 12th to November 5th, 2015. Model code of conduct comes into force with immediate effect."

The first phase of the polls will take place on October 12th, 2015, second phase on October 16, third phase on October 28, fourth phase on November 1 and final phase on November 5

The counting of votes will be held on November 8th.

For the first time, in this election, EVMs will be carrying photos of the candidates to prevent the namesake problem.

Election Commission

First Phase: Date of notification: September 16 (Wednesday). Last date of notification: September 21 (Wednesday). Date of scrutiny: September 24. Last date of withdrawal: September 26. Date of polling: October 12, 2015.

Second Phase: Date of notification: September 21 (Monday); Last date of notification: September 28 (Monday); Date of scrutiny: September 29; Last date of withdrawal: October 1; Date of polling: October 16, 2015 (Friday)

Third Phase: Date of notification: October 8; Last date of notification: October 15; Date of scrutiny: October 17; Last date of withdrawal: October 19; Date of polling: October 28 (Thursday) . Phase 3 has 50 seats including Saran, Vaishali, Nalanda, Patna, Bhojpur, Buxar.

Fourth Phase: Last date of notification: October 14; Date of scrutiny: October 15; Last date of withdrawal: October 17; Date of polling: November 1 (Sunday).

Fifth Phase: Last date of notification: October 15; Date of scrutiny: October 17; Last date of withdrawal: October 19; Date of polling: November 5 (Thursday).

Bihar state has 243 Assembly constituency seats with 38 reserved seats for Schedule caste(SC) and 2 seats for  Schedule tribes (ST). 

The total number of voters in Bihar is 6.68 crore. The Election Commission also said that the list of voters will be updated till the last date. Two model polling stations will be set up in all election constituencies.

Zaidi further added, "Election Commission is committed to ensure voting done without fear, intimidation or fear from anti-social elements.The ECI has ensured assessment of all vulnerable points where anti social elements have been recognised. More than 9 states machinery have been team have been formed. Around 47 constituencies are affected by left wing extremism, 29 districts out of 38 are covered under left wing extremism."

Zaidi also said, "Opinion polls are prohibited from the last 48 hours for electronic media. The exit poll will be prohibited from the first day of poll."
