Bihar MLAs to vie for 'best' tag during budget session

Under the initiative, the 'best' MLA will be selected everyday on the basis of their overall conduct and performance in the lower house

In a bid to avoid unruly scenes which have become a regular feature at legislatures off late and churn out more productive sessions, Bihar legislative assembly speaker Vijay Kumar Choudhary has planned an incentive-based initiative. Under this initiative best performing legislators will be acknowledged in the House.

Under the initiative, the 'best' MLA will be selected everyday on the basis of their overall conduct and performance in the lower house.

"There is a disturbing trend where some legislators think that by disrupting the House or creating unruly scenes they may get more prominence in the media. To counter this, we thought that those who do good work in the assembly should also be recognised," Choudhary told DNA.

The best performing MLAs will be selected by a group of journalists as the proposal was first mooted at the assembly's media advisory committee (MAC) meeting recently. The MAC will constitute a team of journalists, experienced in House matters, to judge the legislators.

Listing some of the assessment criteria, Choudhary said, MLAs who come well prepared with their questions, responses and legislative issues, conduct themselves with discipline and add to the productivity of the session, may be considered for the 'best' tag.

The speaker said more than one MLA may be selected for the title on any given day, if the selection committee deems it fit. While there will be no big trophies or mementos for the 'winners', names and photographs of the selected MLAs will be displayed prominently on the boards in the legislative assembly. "This will encourage a healthy competition among the lawmakers," he said.

While the budget session of the Bihar legislature commenced on Thursday, the 'best MLA of the day' initiative is likely to start from next week, after all modalities are worked out.

To promote the participation of the legislators in the day-to-day proceedings of the House, a special mobile app has also been designed for the MLAs, which will include the profiles of all ministers, members and other relevant information, besides telling them about the daily activities of the House.
