Bihar government seeks explanation from protesting IAS officers

The Bihar government on Thursday cracked its whip on IAS officers for taking to the streets against the arrest of former Bihar Staff Selection Commission (BSSC) chairman Sudhir Kumar, involved in multi-crore paper leak and job racket scam. It also sought an explanation from at least 25 bureaucrats about their participation in the February 26 protest march in Patna.

The show-caused IAS officials mostly include district magistrates and bureaucrats, who had reached Patna from outside to participate in a meeting and Raj Bhawan march, organised under the aegis of IAS Officers' Association of Bihar, demanding Kumar's immediate release.

"The IAS officers have been asked whether or not they had informed their respective reporting authorities or taken permission/leave before moving out of their jurisdiction. They have been given two week's time to respond to the notice," a senior Bihar government official said.

In a very strongly worded resolution passed at the February 26 meet in Patna, the IAS association had resolved that they will not comply with verbal instructions from any higher office, including that of the Chief Minister. Later, around 100 of them marched up to Raj Bhawan to submit their memorandum to governor Ram Nath Kovind. As a mark of protest, many of them wore black bands while carrying on with their day-to-day work.

But Bihar government's action comes on the heels of CM Nitish Kumar's statement in Bihar legislative assembly on March 1, where he had warned the protesting IAS officers of "landmark action". "Everyone is equal before law. I will read their memorandum and appropriate action will be taken. It will prove a milestone in governance," he had said while replying to Opposition's queries on the issue.

In a separate letter to IAS Officers' Association of Bihar, the government has also sought clarification on the issues raised in its memorandum submitted by them. The association secretary Vivek Singh was unavailable for comment on the issue when DNA reached him.
