On a day when the Bihar government claimed that there was a dip in incidents of rape and crime against women in the state in August, an FIR was lodged against six persons for allegedly misbehaving with a minor girl, tonsuring her head and parading her naked in the Araria district.

According to S K Singhal, Additional Director General of Police (Headquarters), Bihar, “The incident took place on August 31. An FIR has been lodged against six persons and the statement of the victim will be recorded in the Mahila Thana, Araria. The six persons have been accused of misbehaving with the girl and tonsuring her hair. The Police are yet to recover any video of the girl being paraded naked. The investigation is underway.”

Superintendent of Police (SP), Araria, Dhurat Sayali Savlaram, said the raids were on to arrest the accused in the case. “The minor girl has alleged that the criminals entered her home and dragged her to a nearby place to torment her. She said she was made to undergo such humiliation because of an old enmity relating to a female friend who had an extramarital affair and had consumed poison two years ago,” she said.

A police source said the 16-year-old girl has alleged that her tormentors stripped her and tried to mutilate her private parts and made her walk naked in and around the house. She escaped from their clutches by making an excuse of relieving herself and informed her family members about her ordeal.

The Araria episode comes days after a woman in Bhojpur district was paraded naked for several hundred metres in a marketplace on allegations of killing a youth.

Meanwhile, Singhal, while addressing a news conference at the Police HQ in Patna on Monday, said that there was a decline in the violent incidents against women in August by over 12% since July. “Rape cases too have declined by over 31% in the same period,” he said.

The government figures related to dip in crime graph come at a time when it has been under constant attack from the opposition over “deteriorating law and order in the state.”

Suicide bid by Balika Grih inmate

After Muzaffarpur and Patna, a shelter home in Begusarai has come under scanner after a resident of the Balika Grih tried to commit suicide by consuming glass pieces there on Sunday night. The shelter home is run by Karpoori Thakur Grameen Vikas Sansthan, Patna, and the victim girl has accused the superintendent Tanuja Kumari of physically assaulting her. Kumari, however, has denied the allegations and said, “There are 41 other girls in the shelter home and you can ask them about the incident and my behaviour.” The police are investigating the matter.
