BHU mishandled issue, didn't act on time, says Varanasi Commissioner Nitin Gokarn

Even as the students of BHU continue their protests, the damning report by Varanasi Commissioner Nitish Gokarn has squarely blamed the university administration for the chaos.

Varanasi Commissioner Nitin Gokran in his report to Uttar Pradesh Chief Secretary Rajiv Kumar blamed the Banaras Hindu University administration and the city police for the violence and lathicharge in the campus on night the night of September 23.

Gokarn in his report has stated that the BHU administration did not initiate any action to bring the situation under control after the molestation incident and dharna by the female students.

The issue was not handled with sensitivity and the situation went out of control due to inaction by the BHU administration, the report said.

The Varanasi Commissioner also blamed the Lanka Police for lathicharge and not acting on the complaint of the victim on September 21.

The police was sent there to ensure that no violence takes place during dharna but instead they resorted to lathicharge on protestors, which further aggravated the situation, the report added.

Talking to mediapersons after submitting report, Gokran said the violence would not have flared up if action was initiated on the night of September 21 itself by the BHU administration after victim and other girls met the Vice-Chancellor and Chief Proctor and gave them written complaint.

Even on September 22 when female students staged dharna at the main gate, no efforts were made by the BHU administration to meet them despite knowing that the Prime Minister was visiting Varanasi and will pass through the BHU to attend programs in his constituency, he pointed.

The report was submitted on the directions of Chief Minister Yogi Adityanath on Sunday. The state government has also ordered judicial inquiry by a High Court retired Judge Justice VK Dwivedi to probe the BHU incident afresh.

Meanwhile, the BHU students continued their protest on the fifth day of the eve-teasing incident.

Four post-graduate students tonsured their heads in protest against police lathicharge and inaction by the BHU administration.

Amid all the mudslinging, the big question is — If the BHU administration had failed then why the state government did not initiate action to avert the situation taking an ugly turn?

According to sources, the Varanasi Local Intelligence Unit (LIU) had also submitted a report in which it had pointed that the dharna by female students was funded by political parties and outsiders to get maximum mileage in view of Prime Minister’s two-day Varanasi visit.

The LIU report also talked about how students from Delhi, Hyderabad, Kolkotta and Allahabad and leaders of political parties sneaked into groups of protesting girls to give the entire agitation over eve-teasing a political colour and turn into anti-government.

The LIU report had names and statements from many female students who claimed that many outsiders whom they had never seen in the campus before were provoking them. Local units of political parties were arranging food, snacks, banners and posters for agitating students, it added.

Interestingly, the question arises if the Varanasi LIU had such valuable information in hand then why it did not pass it on to the higher authorities to check the violence?

Unfortunately, it seems amid all this the core issue of getting justice for the victim who was subjected physical assault and taking immediate steps to tighten security for female students in the BHU is not being addressed properly.
