In a report being submitted to the Ministry of Women and Child Development in the coming week on sexual harassment and ensuing violence at the Benaras Hindu University (BHU), the National Commission for Women (NCW) has said men who are not students of the university, but are living on the campus illegally, have caused a lot of trouble.

Speaking to DNA, NCW chairperson Rekha Sharma, who was part of the team who went to the university, said the NCW has now recommended that Chief Proctor Royana Singh submit a list of students to the senior superintendent of police to ensure that outsiders cannot stay in hostels.

“In our investigation, we saw that a lot of problems were created by men living illegally on the campus. A thoroughfare that runs inside the campus allowed anyone to come in. Because of an entry to a nearby hospital and a temple inside the campus, the security would allow anyone to enter. We recommended that these gates be manned by security who ask for ID cards of everyone,” said Sharma.

Sharma added that after the initial investigation, when the NCW chief declared that VC Girish Chandra Tripathi was responsible for not listening to the students initially, Tripathi wanted his side of the story to be heard. “In a long phone conversation, the VC said he wants to depose in front of us, and we agreed. However, he never showed up, and sent the Chief Proctor and Registrar instead, and we had already spoken to them,” said Sharma, adding that the NCW will now submit the report without the VC’s version.

She added that the NCW has asked the university to ensure that there is uniform time for students of both sexes, and that to ensure that children have access to the library after hours, the e-library be equipped.
