Paresh Baruah, Commander-in-Chief of the anti-talks faction of the United Liberation Front of Asom (ULFA), who is currently based in Myanmar, is reviving the terror outfit by organising training camps and recruitment drives, along with some other members of the outfit, the National Investigation Agency (NIA) has said in a chargesheet filed against Baruah and two others.

Baruah and Abhijit Asom alias Mukul Hazarika, another senior ULFA leader currently living in the United Kingdom (UK), have also been declared absconders. In addition, Gagan Hazarika, who was arrested earlier, has been mentioned in the chargesheet that was filed in a Guwahati court on Saturday.

"The anti-talk faction of the ULFA, headed by Baruah and other members, are trying to revive terrorist activities by recruiting new cadres, organising camps within as well as beyond the Indian territory and are resorting to extortion and kidnapping to raise funds and attack the Indian security forces, government establishment, and infrastructure, thereby intending to wage a war against the government of India," NIA said in a statement.

The chargesheet was filed under the Unlawful Activities Prevention Act (UAPA), 1967, and relevant sections of the Indian Penal Code (IPC).

The terror-related case was registered by the NIA on December 30, 2013. The agency further stated that it has collected sufficient technical and circumstantial evidence against the accused during the investigation. It will also continue the probe against Drishti Rajkhowa and other senior ULFA leaders.

The government has been negotiating with the pro-talks faction of the ULFA, headed by Arabinda Rajkhowa. Recently, Minister of State for Home Affairs Kiren Rijiju had said that most of the outfit's demands were worth considering and a solution was expected soon.

ULFA was founded in 1979 and the Ministry of Home Affairs has listed it as a banned terror organisation under the UAPA.
