Union Minister of Health and Family Welfare JP Nadda on Monday said that Finance Minister Arun Jaitley and General Secreatary of the BJP Saroj Pandey would go as observers to Gujarat and discuss the party’s leadership in that state.

“Similarly, Nirmala Sitharaman and Narendra Tomar will visit Himachal Pradesh and assess the situation there,” Nadda told news agency ANI.

Earlier in the day, the BJP high command has called in Jairam Thakur to Delhi this evening. He's likely to take over as Himachal Pradesh CM since the party's CM candidate PK Dhumal and state chief Satpal Singh Satti have lost, say party sources.

Dhumal, the original chief ministerial candidate, lost to Congress' Rajinder Rana, said he had expected to win the seat in Sujanpur. He won 18,559 votes as opposed to Rana who won 21,492.

“Personal loss is not of much importance. The gain that victory has brought to state BJP is important. Thankful to people of the state for voting for BJP. In politics, sometimes one wins, sometimes one loses. I was not expecting to lose, I will do an analysis,” Dhumal was quoted speaking to ANI.

In Gujarat, the Congress won 80 seats, while the BJP won 99 in the 182-member Gujarat Assembly. 1.8% of the voters did a NOTA, while 32% of the voters – reportedly BJP supporters – did not turn up to cast their vote, saying that they would rather not vote than vote for the Congress.

Cities like Ahmedabad, Surat and Rajkot which were major centers of protests by businessmen have voted for BJP as the party won most seats in these cities. BJP's tally dropped marginally in these trader-dominated cities as Congress made some token inroads in urban areas but failed to make substantial gain in these BJP strongholds.

The issue of GST cropped up in Gujarat, right from its rollout in July 2016. High rates of taxation and issues related to compliance caused anger in businessmen and tax practitioner communities.
