Soon after Congress General Secretary in-charge of Uttar Pradesh, Ghulam Nabi Azad, announced an alliance with the Samajwadi Party (SP) taking shape in the state, the booklet 27 Saal, UP Behaal (27 years, UP in ruins) disappeared from the party's official website. It has been 27 years since Congress has not been in power and BJP, BSP, and SP has ruled the state during this period.

At the time of releasing the booklet last July ahead of Congress Vice-President Rahul Gandhi undertaking a 2,500kms Kisan Yatra, Azad said these parties have divided the people in the name of community and religion. Sanjay Singh, who heads the poll campaign committee of the party in UP said, the yatra was meant to speak about the failure and misgovernance of successive governments in the last 27 years.

"The fatigue is witnessed everywhere. Voters are fed up with caste and religious issues and aren't interested in hollow development slogans. We are trying to make use of this sentiment, which is why a separate identity is a must," reads the booklet.

The Congress was initially interested in an alliance with Mayawati's BSP, but she didn't oblige. The Congress then went ahead, declaring its chief ministerial candidate and fielding a robust team to battle it out on ground.

While strategist Prashant Kishor was asked to draw up a campaign blueprint, the Congress had activated almost every significant state leader to mobilise people in their areas of influence. During the yatra, Rahul Gandhi traversed 225 Assembly constituencies.
