Delhi chief minister Arvind Kejriwal has once again fired a salvo at lieutenant governor Najeeb Jung, blaming him for demolition of hutments in Delhi, without rehabilitating its dwellers.
In a letter to Jung, which again brings forth the ongoing turf battle between the two, Kejriwal has criticised the Delhi Development Authority's move to demolish 40 hutments at the South Delhi's Mehrauli area on Jung's order last week, saying the act was not only against the 'law and constitution', but also 'against humanity'.
According to Kejriwal, the incident had led to the death of a one-month-old child. He said that the Delhi government's move to erect temporary tents at the area was also opposed by the DDA and the Delhi police.
"As per the Delhi Special Provisions Act, 2014, no encroachment that came up before January 1, 2006 could be demolished. If the encroachment is on the road or if it has to be removed urgently for some government project, the inhabitants of those settlements can be vacated only after the inhabitants are rehabilitated," Kejriwal's letter stated.
"However, the hutments demolished on August 26, were not on any road and DDA didn't have an immediate requirement of the land. The hutments were demolished without rehabilitating the inhabitants," his letter mentioned.
According to the CM, the hutments at Mehrauli were demolished against the Delhi government's policy and several Supreme Court orders also point out the need for rehabilitation of slum inhabitants before they are demolished. "The DDA's action was in violation of these rules," he said.
Taking a pro-poor voice, Kejriwal mentioned, "Any government's first job is to protect the poor and that Delhi's slum dwellers are our own people and the country's people. Protecting them, providing good education to their children, providing food to the hungry and proving them health facilities etc is the job of any responsible government."
Toning down his voice, Kejriwal in the letter, has requested the LG to give the Delhi government five years, during which they intend to provide permanent houses to the poor. "In case, you need the land for any urgent purpose, please let us know six months in advance, during which we will vacate the land for you and rehabilitate the dwellers," he wrote.
The CM also said that he has got to know that the LG is planning to carry out more demolitions of hutments in the city. "Request you to stop this," the letter mentioned.
