Andhra Pradesh assembly session from tomorrow; CRDA Bill to be taken up

At least five bills, including the crucial one that enables setting up of the Capital Region Development Authority (CRDA), will be taken up during the brief winter session of Andhra Pradesh Legislature that begins on Thursday.

The debt redemption scheme being implemented for farmers is expected to dominate the proceedings as government is prepared to make a suo moto statement, while the opposition YSR Congress is seeking to nail the Chandrababu Naidu-led government by raising the anomalies in it.

The government is also getting ready to make statements on four other issues of public importance during the session that is expected to conclude on December 24. The Legislative Assembly, on the opening day, will adjourn after paying homage to sitting legislator from Tirupati M Venkata Ramana, who died of heart attack on December 15.

The Business Advisory Committee will meet on Thursday to decide whether a sitting should be held on Saturday, normally a holiday, to transact business in view of the heavy agenda. The CRDA is being set up to cover the proposed state capital region near Vijayawada as a replacement to the existing Vijayawada-Guntur-Tenali-Mangalagiri Urban Development Authority. The Bill also has a provision to give legal framework to the new land pooling system for securing required land for the construction of the capital city and other infrastructure.

It will be the first instance in the country where over 30,000 acres of land is being secured under the pooling system for a public purpose by making the owners partners in development. A Bill to replace an Ordinance, issued recently for cutting down the Value-Added Tax on Aviation Turbine Fuel to one per cent, will also be introduced along with another Bill to amend the VAT Act for introduction of Invoice Tracking System.
