The BJP is planning a unique campaign against the Akhilesh Yadav government under which a "charge sheet" is being prepared to underline the state government's failures, especially on the law and order front. Millions of copies of the "charge sheet", known to be the brain child of BJP president Amit Shah, will be distributed throughout the state during the party's "rath yatras" which would commence soon.

"Law and order under the Samajwadi Party (SP) government is actually 'low end order'. We will expose the misgovernance and complete failure of this government," says UP BJP spokesman Vijay Bahadur Pathak. However, he is guarded on questions about the document being drafted to mount the attack, ostensibly not wanting to expose the party's secret weapon just yet.

Party sources say party chief Amit Shah is the brain behind this new campaign. Of late, Shah has been addressing a number of public meetings in UP and has been highlighting the alleged failures of the Akhilesh government on various counts, with special focus on law and order, which is the SP regime's proverbial Achilles' heel.

The state government has been drawing flak on the increasing incidents of attacks on and killings of policemen by criminals. Several SP leaders have also hit headlines for land grabbing and other criminal activities.

A senior party leader involved with the drafting of the document said the charge sheet would list specific instances to prove its allegations that the Akhilesh Yadav regime has been involved in corruption and nepotism, and has neglected the development of the state.

"The Mathura incident is the biggest and most recent example of this government's failure as also the fact that it patronises criminals and land grabbers," the BJP leader said insisting anonymity. As many as 28 people had died in Jawahar Bagh (Mathura) when the police tried to evict squatters who had been occupying this huge swathe of government land, allegedly at the behest of the powers-that-be.

Other items which would feature in the document reportedly include the case of Noida engineer Yadav Singh, who has allegedly hoarded thousands of crores with the help of top SP leaders, ministers and bureaucrats.

The alleged fleeing of Hindus from several areas of west UP, which the BJP has said is due to the oppression from another community, would also form a major part of the charge sheet, party sources say.

The document would also highlight the Central government schemes from which UP has benefited in a big way. It would also point out instances where well funded Central schemes meant for people's welfare have not been implemented by the state government.
