BJP president Amit Shah's extensive tour of Uttar Pradesh beginning Wednesday will be watched keenly by leaders of all other major political parties as it promises an insight into the BJP's strategy for the 2017 UP Assembly election. PM Narendra Modi will also join ranks with Shah for a big rally in west UP on Sunday.

Shah's foray into UP comes at a time when the party boss is in high spirits after the BJP's winning streak in recent by-elections in several states across the country.

The timing is also significant since as many as 10 states, including Punjab, West Bengal, Tamil Nadu and Uttarakhand, will have elections in 2016-17.

"The main purpose of the party president's visit is to open a dialogue with the common party worker," says UP BJP spokesman Vijay Pathak. "The fact that Amit Shah ji has planned to spend five days here at a stretch shows his keenness and the importance he attaches to UP. Party cadres are really excited about this visit," he added.

The five-day visit has been designed to include events which would help lure three major vote banks crucial for the party's electoral fortunes, namely Dalits, Brahmins and farmers.

Shah's tour begins in Bahraich where he will unveil the statue of Raja Suhel Dev, a legendary Dalit ruler. His next stop would be Balrampur, from where ex-PM Atal Behari Vajpayee was elected to the Lok Sabha for the first time in 1957. Needless to say public meetings at both these places would help the BJP's big boss pander to the Dalit and Brahmin vote banks.

On Sunday, Shah will address a "Kisan Kalyan" rally in Bareilly along with PM Narendra Modi. The idea is obviously to curry favour with the prosperous and headstrong farmers of west UP who are very upset with the Akhilesh Yadav regime over not being paid their dues or remunerative prices. They also feel cheated by the measly government aid given to farmers ruined by drought.

The party may be excited about their big boss's visit. But one issue which continues to be a tricky one for the party leadership is that it still does not have a face for its 2017 UP campaign, some one who could challenge the likes of Mayawati and Mulayam in terms of political stature or experience.
