All outstation students must have a local guardian: Centre

The ministry has also asked institutions to provide extensive counseling session to freshers, and to make them comfortable in the new campus.

The Ministry of Human Resource Development (HRD) has sent a circular to all higher education institutions instructing them to ensure every outstation student has a local guardian.

This is one of the twelve pointers that the ministry sent as part of a circular to various institutes to prevent cases of suicides on campus. The ministry has also asked institutions to provide extensive counseling session to freshers, and to make them comfortable in the new campus.

"Students who are staying away from their families should have a local guardian near their education institution so that they can go to them when they are under distress. When I was a student, colleges used to ask for a local guardian of the student, now that practice has stopped. We want the institutions to ask for local guardians again," HRD Minister Prakash Javadekar told Loksabha on Tuesday.

Currently, while colleges have been asking for local guardians of students, they do not insist on it. The government wants institutions to insist on having a local guardian for students.

These steps have been taken after PhD Scholar Rohith Vemula's suicide last year created an uproar in the country and discussions on preventing on-campus suicides were initiated. Many cases of suicides have been reported from IITs across the country as well.
