Ahead of acid test Home ministry begins work in full swing

Being in a reticent mode for most of the period after change of guard at Raisina Hills on May 26, union home ministry has suddenly gone into hectic mode - drafting policies and taking quick decisions.

In past 10 days, the union home ministry has announced at least four new decisions and started working on two important policy matters.

Apparently, the sudden shift in gears has come about as union home minister Rajnath Singh readies himself to face the first big media interaction on the completion of 100 days of governance in the coming week. So far he has shied away from interacting with the media in an elaborate way inviting criticism of being in the shadow of Prime Minister Narendra Modi.

Singh, who has an uphill task to prove his mettle to be counted in the league of L K Advani (home minister in previous NDA government's regime), is expected to put his stamp by unveiling a new anti-Maoist policy along with announcing a number of policy initiatives for amending CrPC and IPC and other laws to show a tough approach.

Being drafted at hectic pace by the home ministry mandarins, Rajnath gave a glimpse of what the new anti-Maoist policy could be at a function of central armed police officers.

"As UP CM, in tackling Maoist threat, I had assured police forces freedom from hassle by human rights commission. I had given a free hand to police forces to tackle Maoists," he said drawing wrath of human rights groups and various politicians.

"The new policy is going to be much more potent and elaborate than what it has been till now," a home ministry source said.

Sources said officials have been asked to look at all previous law commissions and reports of various committees to see what kind of changes can be brought about in the archaic laws dealing with law and Order to make them tougher for terrorists, insurgents and those who deal in "anti-national" activities.

Among other decisions that Singh could boast about in his first presser would be home ministry's in principle decision to rehabilitate Kashmiri pandits back in the valley and steps initiated to expedite the process of granting citizenship and long term visas (LTV) to minorities of neighbouring countries (mostly persecuted Hindus and Sikhs from Pakistan and Afghanistan that fled to India).

Singh's upcoming presser, to be held next week, will be watched with keen interest as it would be the first window showcasing BJP government's view on various other vexed issues troubling the country such as love jihad, massive road blockade in Manipur by the Nagas and incessant ceasefire violations by Pakistan.
