After scandal, Bihar Board says no to practical exams at home centres

As per the new system, there will be one external and one internal examiner during the practicals

Following the Ganesh Kumar fiasco — the Bihar School Examination Board (BSEB)'s 2017 Humanities topper who did not know about 'sur-taal' despite scoring 65/70 in Music practicals — the state exam board has decided against practical examinations being conducted at home centres.

Earlier this year, the BSEB was left red faced when Kumar couldn't answer basic questions on music, despite securing high marks in the subject.

On June 12, the Board set up a three-member committee comprising BSEB Secretary Anup Kumar Sinha, Chief Vigilance Officer Sudhir Shrivastava, and Academic Director Akhileshwar Kumar Pandya to suggest measures to plug loopholes in the practical examination process. The decision to not conduct practical exams at home centres has been taken by the governing body of the BSEB on the basis of the recommendations made by the committee.

"From now, the centre for holding practical examinations will be decided by a District Centre Selection Committee chaired by the respective District Magistrate," BSEB Chairman Anand Kishor said.

As per the new system, there will be one external and one internal examiner during the practicals.

Another fallout of the Kumar episode is that music practicals will no longer be of 70 marks. The BSEB's governing body has decided that going forward, the written and the practical exams for music will be of 50 marks each.

THE NEW SYSTEM

  • Internal examiner will be the person teaching in the students’ school, while the external examiner will be a teacher of the same subject belonging to the institute where the exam is held.
     
  • In case the exam centre doesn’t have the particular subject expert, District Education Officer will depute another teacher there.
