AFSPA lifted from whole of Meghalaya

The Centre has lifted the contentious Armed Forces Special Powers Act (AFSPA) in Meghalaya and limited its jurisdiction in Arunachal Pradesh to eight police stations and three districts bordering Myanmar.

The Ministry of Home Affairs (MHA) has made the decision as the situation in the state normalised and there is no need to declare it a disturbed area, officials said.

Till September 2017, 40 per cent of Meghalaya was under AFSPA. In Arunachal Pradesh, the three sensitive districts of Tirap, Changlang and Longding bordering Myanmar are still under the Act.

Rights bodies have been protesting to repeal the Act that gives unbridled powers to the Armed forces deployed conflict zones to arrest search any premises and even shoot anyone without a warrant.

The area bordering Assam that has been declared disturbed is down to eight police stations from 16.

Earlier, the Centre decided to allow the Assam government to take a call on AFSPA, and it declared it disturbed and invoked the law for a period of six months.

The Act allows either the state government or the Centre to impose AFSPA in areas considered disturbed.

States of Nagaland, Assam and Manipur (other than Imphal Council Area) are currently under AFSPA.

Like Assam, in Manipur also the decision to impose the law has been made by the state government.

With the insurgency related violence dipping, the Centre has relaxed the Protected Area Permit for five years that will allow foreign tourists with a valid Indian visa to travel freely in Nagaland, Mizoram and Manipur.

The government has also revised the rehabilitation policy for surrendered insurgents who will get an immediate grant of Rs 4 lakh against the earlier Rs 1 lakh. The monthly stipend has been increased from Rs 3, 500 to Rs 6,000 for three years.

In Arunachal

  • The Centre has limited the jurisdiction of the law to 8 police stations & 3 districts bordering Myanmar
  • The law covers the entire states of Nagaland, Assam and Jammu & Kashmir 
  • In Manipur, it covers the entire state except Imphal council area
