AFSPA extends to twelve districts in Aruncahal Pradesh

Twelve more districts in Arunachal Pradesh will come under AFSPA, according to a March 27 notification by the Home Ministry on the issue, says an English daily report.

The notification by Joint Secretary (MHA) Shambu Singh has declared all districts bordering neighbouring state Assam as 'disturbed area' under Setion 3 of the law for one year, says the report. Earlier three districts - Tirap, Changlang and Longding where Naga insurgents were active was under the law.

The noticiation accesed by the daily says NDFB(S) has a new headquarters and a training camp in Tago in Myanmar brings serious law and order issue in the region since the group reportedly has intentions to ship arms from Myanmar to Chabglang district in Arunachal Pradesh.

The law and order situation in Arunachal Pradesh continues to be a pressing matter as several groups provde support to NDFB, ULFA and the KLO. There is looming threat of the rising left wing extremism, the notification adds.

AFSPA has been a controversial issue for the BJP, with the coalition government BJP-PDP in Jammu and Kashmir pressing for its removal in the state.

The contentious law allows the Army to shoot at sight civilians it considers suspect, arrest without a warrant and to search and destroy properties it believes is used by radical groups, all with impunity. The law also provides special powers to the Central and State police in the state where it is enabled.
