The Union Ministry of Culture has made Aadhaar cards mandatory for beneficiaries to avail several schemes that provide grant in aids. These include the performing arts grant scheme, the artistes pension scheme and welfare fund, the cultural functions and production grant scheme, the scheme for financial assistance to cultural organisations with national presence and the scheme for promoting international cultural relations.
In a gazette notification dated May 30, it announced that, "an individual eligible for receiving the benefits under the Schemes shall be required to furnish proof of possession of Aadhaar number or undergo Aadhaar authentication." For those who do not have an Aadhaar number, it is mandatory to apply for one by June 30. The notification, however, does not apply to Assam, Meghalaya and Jammu and Kashmir.
In the interim period before the Aadhaar card is available to those who have applied for it, the Aadhaar enrollment slip, bank passbook, voter ID, PAN card, passport, driving license, ration card, any certificate of identity issued by a gazetted officer or an exhilarate on an official letter head, or any such document specified by the ministry will be accepted.
The performing grant scheme a financial assistance is given to drama and theatre groups, music ensembles, children theatre, solo artists and performing arts collectives. The grant is given to over 25 artistes and a guru, wherein each artiste is given Rs 6,000 per month, while the guru is given Rs 10,000.
The artisans pension scheme and welfare fund is given to an artiste over 58 years who earns less than Rs 4000 per months, wherein an amount not exceeding Rs 3,500 per month is given to the artiste. The scheme for financial assistance to cultural organisations with national presence aids in the travel expenditure of artistes when they go abroad for seminars, research, workshops, festival and exhibits.
The grant is paid for a maximum of Rs 75,000.
The cultural function and production grant scheme is usually given to a non-governmental body in the organisation of a seminar, conference, research, workshop, festival, etc., where an assistance of over 75 per cent, not exceeding Rs 5 lakh, is given.
