26/11 Mumbai attack: Tahawwur Hussain Rana’s extradition on fast lane

India is in talks with the US to expedite the extradition of 26/11 plotter Tahawwur Hussain Rana, a Pakistan-born Canadian national who is serving a 14-year sentence there for the 2008 Mumbai terror attack, DNA has learnt.

Chicago resident Rana, 58, was arrested in 2009 for his role in the strike that left 166 people dead, including US nationals. The attack was carried out by ten Pakistan-based Lashkar-e-Taiba terrorists.

The ministries of external affairs, home affairs and law and justice are coordinating with the US’ State Department and the Department of Justice to bring Rana to India.

A National Investigation Agency (NIA) team recently visited the US with a request to cut down on the bureaucratic procedures. 

The efforts are aimed at keeping all the necessary paperwork is ready before Rana’s jail term ends in December 2021, said sources.

The US administration is currently working on the formalities to ensure Rana’s extradition. “We – the US and India – are working on this,” said a source.

NIA has submitted the evidence to show that Rana was actively involved in planning an attack on the Delhi-based National Defence College and Chabad Houses in several cities, they said. He also faces a forgery case in India. 
Rana’s extradition will cement ties between two countries, particularly counter-terrorism co-operation.

Minister of State for External Affairs V K Singh recently informed Parliament that India has been engaged with the US to bring individuals like Rana to face the law under the provisions of Indo-US extradition treaty of 1997. “Most recently, a team from the National Investigation Agency visited the US on December 13-15, 2018 for discussion with the US authorities,” he said.

While action against Rana has gathered momentum, attack mastermind and LeT chief Hafiz Saeed continues to roam freely in Pakistan despite having the tag of a globally designated terrorist.
