200 KVs don't have principals

Faculty crunch which is usually associated with Indian Institute of Technology and central universities is now affecting premier school educational institutions too. A large number of Kendriya Vidyalaya (KV) and Navoday Vidyalaya, chain of schools managed by the Centre are functioning without principals, reveals the annual reports of the two organisations.

Out of 589 Jawahar Navoday Vidyalaya (JNV) in the country, over 215 are functioning without principals. The JNVs, government funded residential school set-up in each district of the country, also suffer with 25 per cent shortage of teachers, as per the annual report of the Navoday Vidyalaya Samiti for the year 2015-16 submitted to the Ministry of Human Resources and Development (MHRD) recently.

Over 200 Kendriya Vidyalayas don't have principals out of total 1,081 KVs in the country. Staff crunch is also a major issue in these schools. Of 56,000 sanctioned posts, only about 42,000 were filled up, says the annual report of the KV Sangathan. A large number of Vice principal posts and administrative posts are also lying vacant.

Strangely, these premiums government schools are understaffed despite being in huge demand which eventually puts pressure on serving teachers and learners.

"The staff crunch is an old phenomenon as the successive governments have ignored the issue owing to fund crunch," say teachers associated with these schools.

Schools run by the state and private organisations are not better either. The MHRD data shows that more than 10 lakh teachers are required in elementary and secondary schools across the country. This is despite the fact that the Right to Education Act has stipulated student-teacher ratio of 30:1 for primary classes, 40:1 for Classes VI to VIII.

There are around 6,000 vacancies in premier institutes like the IITs, NITs and IIMs together. Another 6,000 posts are vacant in central universities. In engineering colleges, 29% of the 4.2 lakh sanctioned posts for faculty in undergraduate courses remain vacant.
