The budget 2016-17 allocates Rs.77, 383 Crore to the union home ministry, an increase of Rs. 8939 crore over 2015-16 budget that allocated Rs.68, 444 Crore.
Money well spent allocated in last year's budget and growing focus on improving internal security infrastructure seemed to have made the finance minister Arun Jaitley give union home ministry a decent 13.% hike in budgetary allocations for fiscal year 2016-17.
The budget 2016-17 allocates Rs.77, 383 Crore to the union home ministry, an increase of Rs. 8939 crore over 2015-16 budget that allocated Rs.68, 444 Crore.
Bringing borders in focus, the home ministry's budget allocates Rs 2,490 crore for erection of barbed wire fencing, construction of roads and induction of Hi-tech surveillance on western border with Pakistan and eastern border and northern borders with Bangladesh and China.
It puts renewed focus on Crime and Criminal Tracking Network and Systems (CCTNS), by allocating Rs. 250 Crore. In last year's budget the scheme was not allocated any money. Modernisation of police force also got a boost with an allocation of Rs.1753 Crore.
The budget allocates a total of Rs.50,176 Crore to 7 paramilitary forces with Central Reserve Police Force (CRPF) getting the biggest pie of Rs. 16,228 Crore followed by Rs. 14,652 allocated to Border Security Force ( BSF). Last year, the BSF had received Rs.12, 517 Crore.
The Central Industrial Security Force (CISF), responsible for security of country's vital installations has been allocated Rs.6, 067 Crore. CISF had received outlay of Rs. 5196 Crore last year.
The Indo-Tibetan Border Police (ITBP) has received an outlay of Rs.4, 231 Crore and Assam Rifles has been allocated Rs.4,363 crore. Sashastra Seema Bal, which guards the India-Nepal and India-Bhutan border, has been earmarked Rs.3,854 Crore while National Security Guards (NSG) the anti-terror commando force, received an allocation of Rs.688 crore.
Domestic spy agency, Intelligence Bureau got an outlay of Rs. 1410 Crore while National Intelligence Grid (NATGRID) which aims to link databases as an input in combating terrorism, has been allocated Rs. 45 Crore.
The Budget 2016 has allocated a huge sum of Rs. 2193 Crore for 'Research' to meet the expenditure to support research activities.
The budget allocates Rs.150 crore for Nirbhaya Fund for safety of women. This provision is for transfer of funds to the Nirbhaya Fund in the Public Account and expenditures out of Nirbhaya Fund by the home ministry.
The government has allocated Rs. 910 Crore relief and rehabilitation of migrants including reimbursement to J&K state government for providing relief to Kashmiri migrants and border migrants in the state and rehabilitation of refugees from Sri Lanka staying in camps.
The budget allocates only Rs. 259 Crore for tour of Council of Ministers. In last year's revised budget, Rs. 566 Crore were spent on Ministers tour. Prime Minister Office (PMO) has been allocated Rs. 43 Crore while an outlay of Rs. 4.35 Crore granted for hospitality and entertainment expenses.
