Himachal Assembly polls 2017: Cong lost trust of people, BJP govt will earn it back, says Prem Kumar Dhumal

The BJP’s chief ministerial candidate in Himachal Pradesh, Prem Kumar Dhumal, spells out the party’s plans and trashes the Congress’ manifesto. The former CM tells Amrita Madhukalya between rallies why he believes the party will return to power in the hill state. Excerpts

What is the BJP’s biggest poll offering in the state?

The benefits of “jaan, maan aur sammaan”. In the last five years, the Congress eroded people’s belief and lost its credibility owing to its misrule and rampant corruption. We promise to win that belief back. We will have something for everyone. We will ensure women are safe here, bring development back on track, create more jobs, build better health facilities, and restore pension for those above 70 years. In the tourism sector, the backbone of the state economy, we plan new destinations, better infrastructure, and the development of the “char dham” circuit, connecting all temples.


The Congress’ manifesto, released after the BJP’s, seems to have an edge…

It is a fraud manifesto — full of false promises. In 2003, the Congress in its manifesto said that one member in every family will get a job. It later said that those without jobs will get social security cards. [But] unemployment is still a huge worry. In 2003, and again in 2012, they said that Class X students will get Rs 10,000, while those above Class XII will get Rs 15,000. I spoke to students in Rampur, none of whom received any stipend. The hydro-electric projects the Congress has been promising aren’t complete. These are false assurances. 

The state is reeling under a debt of Rs 28,000 crore. What are the BJP’s plans?

We plan to generate an income of Rs 600 crore every year through hydel projects. We will create 70,000 jobs that will boost the economy to an extent. In a state like Himachal Pradesh, there is not much scope to send money back to the Centre, but we will do our best. In one of the rallies on Thursday, PM Modi said that he will ask cold drink companies to ensure that at least 5% of the compositions are made of fruit pulp or juice. This will be very beneficial for the state’s agrarian economy.

There has been some unhappiness within the party over ticket distribution…

In every Vidhan Sabha constituency, a party usually has 50-100 prominent workers. The party is bound by certain factors — especially winnability. There is bound to be discontentment among a section of the people, but the party is supreme.

Talking of discontentment, the GST has been a major grouse among the voters…

In Parliament, when the GST was eventually brought in, P Chidambaram reminded us all that it was the Congress in 2010 which took the initiative. The “one nation, one market, one tax” scheme will be a boon for small traders by lowering price rise. It will expand the GDP by 1.5-2 per cent. We introduced a system for traders to pay the tax quarterly and rest easy on other days. The GST council had given an option for the state government to increase the tax exemption limit to Rs 20 lakh per annum, but the Congress government here maintained it at Rs 10 lakh. If the BJP comes to power, we will hike it to Rs 20 lakh to offer relief to traders here.
