Arun Jaitley speaks in the Lok Sabha on the Delhi Budget. He mentions the existence of two delhis: one that is going to be one of the most developed cities in the world, on the other is the city whose inhabitants do not have access to basic ammenities. And his Budget is aimed at those who are vulnerable.

Meenakshi Lekhi replies to the Congress's reservations on the Delhi Budget as presented by Deepender Singh Hooda. She begins by saying how Congress had to come up with a member of parliament from Haryana to actually discuss Delhi Budget.

She says the focus for the Budget had to be women's safety as almost 80,000 cases of abuse had been reported last year. Women's self defence training and other measures have to be taken.  

Power reforms: Infrastructure has to be revamped, otherwise the people would have to face the consequences. The problem lies not with power generation but with transmission

Low cost housing: She hopes the economically vulnerable people can access low cost housing. She says implementation is of primary importance as urban development has seen several scams in the future.

Lok Sabha has started discussing the Delhi Budget. Arun Jaitley had presented the Delhi Budget as it is under the President's rule till now. Congress critiques the Delhi Budget for repeating most budgetory provisions laid out by the Congress government. It also critiques the government for not giving relief to the people by bringing down power tariffs. Congress says if BJP is not able to fulfil people's dreams, it will face the same fate as the Aam Aadmi Party in Delhi. The house was adjourned till 2.10pm.

Rajya Sabha has been adjourned till 2.00 pm.

Lok Sabha speaker Sumitra Mahajan said that she will decide on the issue of leader of opposition within one to four days. She said it was not dependent on any personal discretion. SHe would read the rules and examine precedents to come to a decision.

Nitin Gadkari clears air outside the Parliament Hosue rubbishing any claims of bugging in his house. He said the reports themselves were inconsistent over where the bugging was on, in Delhi or in Mumbai. BJP leader Rajiv Pratap Ruddy also said that the Congress was making a laughing stock of itself by spreading such rumours.

Lok Sabha resumed its session and continues with members presenting various needs of different constituencies to the government. 

Meanwhile, Rajya Sabha resumed its sessions, and had to be adjourned again after uproar from the members.

The Lok Sabha session began with the commemoration of the seven Air India personnel who lost their lives in the recent crash. But protests began against the alleged police action in Belgaum against the marathi speaking people. The question hour begins amidst opposition from several members of the Lok Sabha. And the speaker adjourns the House till 12 pm.

In Rajya Sabha too, the parliament was disrupted with uproar as the opposition members wanted the question hour to be suspended over the alleged snooping in Nitin Gadkari's house. Rajnath Singh claims that there was no truth in the snooping reports in Gadkari's house. Rajya Sabha too has been adjourned till noon.

The major issues to be taken up today are:

1. The passing of the Delhi Budget

2. Discussion on flood and drought situation in the country

3. Discussion on irregularities under MGNREGS
