Bureaucrats blame states for Shushilkumar Shinde's goof-ups

Bearing the brunt of goof ups done by Union home minister Shushilkumar Shinde in the parliament, especially in case of statement on Bhandara incident, the Union home ministry is sending an advisory to all states and UT governments requesting them to send reports on the same day the  incident happens and, preferably, within hours.

Apparently, through this exercise the home ministry wants not only to shield Shinde who, unlike his predecessor P Chidambaram, is not very sharp at recognising mistakes and totally depends on bureaucracy for the ministerial work but also wants to bail out itself as all reports and statements that are read by home minister are  prepared by the states and the responsibility for mistakes lies on them.

The opposition had took on Shinde after he named rape victims of Bhandara in his statement on March 1. Even after being pointed out by leader of the opposition in Rajya Sabha, Arun Jaitely, Shinde failed to understand the blunder and, finally, it was left to PJ Kurien, deputy chairperson of the Rajya Sabha, to sort things out by expunging the names.  

Earlier, Shinde had courted controversy by addressing Let founder  Hafiz Saeed as Shri and had to face flak from various quarters.

The meeting conducted by special secretary (internal security) S Jayaraman on Thursday and attended by joint secretaries of a majority of departments of the Union home ministry decided that all the states will be asked to furnish information as soon as an incident of serious nature happens so that it gives some lead time to seek more clarification and prepare a detailed report or a statement.

The meeting observed that statement and reports are prone to mistakes when they are prepared in a hurry and under pressure.
