"Westworld" also ruled the acting categories, with Anthony Hopkins and Evan Rachel Wood nominated for best lead actors, and Thandie Newton and Jeffrey Wright recognised in the supporting actor categories.
NBC show "Saturday Night Live" also received 22 nominations, including a nod for Alec Baldwin and his impression of President Donald Trump, while Kate McKinnon, Leslie Jones and Vanessa Bayer, were all recognised in the best supporting actress in a comedy series category.
It was a triumph for Hulu's new dystopian drama series, "The Handmaid's Tale", which bagged 13 nominations in the drama series, writing, and directing categories, as well as lead actress for Elisabeth Moss, supporting actress for Ann Dowd and Samira Wiley, and guest actress for Alexis Bledel.
Fan favourite show "This Is Us" landed 11 nominations.
Besides best drama, it has also bagged nods in categories including lead actor for Sterling K Brown, lead actor for Milo Ventimiglia, supporting actress for Chrissy Metz, and supporting actor for Ron Cephas Jones.
HBO's other winner "Game of Thrones," which has won best drama the last two years, was ineligible for this year's Emmys because of a later start date.
Donald Glover's "Atlanta" received nods for best comedy series and best comedy actor for him.
ABC's "Black-ish" has been included in best comedy series list and its lead actors, Anthony Anderson and Tracee Ellis Ross, were both nominated in the best comedy actor and actress categories, respectively.
Indian-origin star Aziz Ansari's "Master of None" also featured in the best comedy category. Ansari has been nominated for best comedy actor.
Viola Davis was nominated again for best actress in a drama series for her role in "How To Get Away With Murder".
Five-time Emmy winner John Lithgow received his 12th nomination, three-time Emmy winner Jessica Lange received another nomination for "FEUD: Bette and Joan", while first- time Emmy nominees in the Limited Series or Movie categories included Robert De Niro, Carrie Coon and Reese Witherspoon.
Jimmy Fallon missed out on a nomination in the best talk show category. Bill Maher's "Real Talk" was nominated despite controversy surrounding the host, who used the N-word on the show recently.
Samantha Bee's "Full Frontal" was also included, while Jerry Seinfeld's "Comedians in Cars Getting Coffee" missed out.
Other shows that missed out were the "Leftovers", which didn't bag any nominations in the main categories, also "Girls" and "Transparent" which both missed out in the best comedy series category.
"Mr Robot" star Rami Malek also missed out on best actor in a drama series despite winning in that category last year.
Carrie Fisher was given a posthumous nomination for her role in "Catastrophe".
The nominations were announced by "Veep" actor Anna Chlumsky and the "Criminal Minds" star Shemar Moore.
The final-round of online voting will begin August 14.
The 69th Emmy Awards will telecast live from the Microsoft Theater in Los Angeles on September 17.
