35% teaching posts vacant in univs

Central University of Orissa has 88% faculty vacancies, and doesn't have a single professor-level staff

More than 35 per cent teaching posts are lying vacant in central universities across the country, among all the universities, Central University of Orissa is at the top with 88 per cent vacancies. The university does not have even a single appointment at professor level.

Central University of Haryana and University of Allahabad also come a close second on the list, with 75.11 and 64.4 percent vacancies respectively. This information was revealed by the Ministry of Human Resource Development (HRD) in Parliament on Monday, in response to a written question.

Filling up of faculty positions in central universities across the country has been one of the biggest challenges for government, since former HRD Minister Smriti Irani's time. While the teachers complaint that the permanent appointment of faculty members do not happen and most colleges function with ad-hoc faculty members, the ministry says that the sanctioned strength of teaching posts keeps on increasing due to opening of new Departments/courses in universities.

"Vacancies at various levels are also caused by dynamic processes attributed to retirements, resignations, deaths, deputations, expansion and opening of new institutions. Filling up of new sanctioned posts and vacancies in them is an ongoing and continuous process," the ministry said in its reply.

"In order to ensure that studies of students are not affected due to shortage of teachers, central universities are adopting different methods/processes to address faculty shortages which include hiring ad-hoc faculty, temporary faculty, engaging services of retired teachers and visiting faculty etc," it added.

The biggest lacunae in universities is at the levels of Professors, which affects the research work in many universities. As per UGC rules a professor can guide upto 8 PhD scholars in central universities, but given the less number of professors in Indian universities, the existing ones are overburdened. Situation is slightly better at the Assistant Professor level, which is the entry level.

In order to meet the shortage of teachers, university grants commission has also framed the guidelines for empanelment of adjunct facultyin Universities and Colleges. These guidelines enable institutions to engage scholars who have completed their M.Phil and PhD to participate in teaching and guiding research activities.
