Women and Child Development issues safety guidelines to child care centres in Delhi

The Delhi government has issued guidelines for the safety and security of the children staying in the child care institutes in the Capital. The Department of Women and Child Development (WCD) has laid down certain rules for the situations relating to escape, fire incidents and infighting among children residing in the centres.

This is for the first time that the department has come out with such protocols. According to the sources, the department had sought a public opinion before finalising the standard operating procedures (SOP).

"The idea is to aware the officials working in such centres about the protocols. They should stay alert if any fire incident takes place, and they should know what needs to be done immediately," said a senior Delhi government official.

There are 14 child care homes in the Capital as laid down by the department. As per the rules, an adequate number of CCTV cameras have to be installed at the prominent places of the institutes. The prominent areas include entry and exit gates, perimeter walls, playgrounds, dining room etc. "With this, we will be able to monitor the activities of the children on a regular basis," added the official.

However, the move has not gone down well with some of the experts. "The Kejriwal-government has not included us in any of the meetings related to trafficking or the childcare institutes. It is surprising that they do not wish to include any of the NGOs directly working with the victims," said Rishi Kant of anti-trafficking NGO Shakti Vahini.

He further alleged that not a single meeting has been held to discuss the rising cases of human trafficking in the Capital.

According to the data provided by the National Commission for Protection of Child Rights (NCPCR), there are around 1,500 unregistered child care institutes in the country, of which six are in Delhi.

The NCPCR had on January issued letter to all the states for ensuring the process of registration of all CCIs and respond back to the child rights body with information on the need of care and protection which should be updated every month.

INSTRUCTIONS

  • Adequate number of CCTV cameras to be installed at prominent places of the institutes
     
  • The superintendent in-charge must prominently display important phone numbers of the nearest police stations, fire station, CATS ambulances, doctors/nurses etc
     
  • An alarm, separate from the ordinary bell, must be installed with a switch prominently installed
     
  • A spot must be designated in the institutes--to be called "Assembly Point"- where all children and officers/staff are required to gather in case of any emergency.
     
  • Adequate number of fire extinguishers must be installed in the perimeters of the institute
