Transport dept may lodge FIR against Shuttl owners

After a major crack down on the app-based bus aggregator Shuttl, the Transport Department is mulling over prosecuting the two owners of the Gurugram-based company for 'illegally' plying buses in the national Capital.

In the last two days, the department's enforcement teams have impounded 52 Shuttl buses for permit violations. The app-based service issues online tickets to passengers. According to officials, in order to avoid detection after the crack down, the aggregator has been plying interstate buses.

"We are considering lodging an FIR against the owners, as even after repeated action against their operations, they have not withdrawn their services from the city," a senior Delhi government official said.

After a large number of their buses were impounded, the aggregator was found issuing more tickets and telling passengers that "for easy identification, find the Tourist/Paras sticker on your Shuttl", the officials said.

"This is to deceive the enforcement officials. The app-based company is running these buses without permit and has become a menace. The company does not have the permit of a stage carrier, yet they are running operations like this. They cannot pick up individual passengers or make routes as such," the official added.

The buses have raised several security concerns as the gang rape of paramedical student Jyoti Singh in 2012 took place inside a private illegally-run bus.

Former Transport Minister Goapl Rai had landed in a major controversy after favouring the bus company. The aggregator has more than 700 buses and the fares for this app-based bus service range between Rs 50 and Rs 80.

Concerned about the security of women in the national Capital, the Ministry of Home Affairs (MHA) had asked the Delhi government to ensure that no private buses were plying 'illegally'. Also, Lieutenant Governor (LG) Anil Baijal had directed the state Transport Department to impound illegally-run private carriers within the city.

So far this year, the department has impounded 1,147 illegally plying buses, of which 1,105 are interstate diesel-run buses, which cause pollution.
