Swaraj India, the splinter group of the Aam Aadmi Party (AAP), on Tuesday alleged that an autorickshaw scam was thriving in the national Capital under the Delhi government, and demanded a Central Bureau of Investigation (CBI) inquiry into the matter.

The Delhi government officials, however, refuted the allegations. "The Delhi Transport Department follows a transparent mechanism for allotment of autorickshaw permits. Earlier this year, when the registration of autos was initiated, proper system was followed. As soon as some irregularities were found, the process was immediately halted and investigation was ordered . The allegations are baseless and politically motivated," said a Delhi government official.

The Swaraj India, however, alleged that a new auto worth Rs 1.85 lakh was being sold at Rs 4.5 lakh, through a nexus between the finance mafia and the Delhi government officials.

"In this unholy nexus between the finance mafia and the government, an old auto is first transferred to some other licence holder's name before scrapping it. The Transport Department then issues a no-dues certificate after verifying the scrapping certificate. Then it issues the Letter of Intent (LOI) for buying the auto," said Swaraj India National Spokesperson Anupam.

He added: "The complete process is in clear violation of the Supreme Court order. Almost all autos in Delhi are sold on finance, where financiers play the role of coordinators of this scam."

In the 1997 case of MC Mehta vs the Union of India and Others, the Supreme Court had clearly instructed that any form of permit-trading will result in cancellation of the permit and legal action will be taken against those involved in the trading.

"But permit-trading through the nexus of the government and financiers is a routine affair. On the pretext of Auto Replacement Scheme, new autos worth Rs 185,000 are being sold for Rs 450,000-470,000. The poor and unemployed auto drivers are trapped in the clutches of black marketeers," Anupam said.

The party leaders demanded a CBI investigation into the matter and strict action against those found guilty. "We also demand that 324 autos be registered immediately and the successful drivers possessing license-badges be given their autos," Anupam added.
