Sisodia tells babus: No need to send teachers' bill to L-G

Deputy Chief Minister Manish Sisodia on Thursday directed Delhi's law and education secretaries not to send the file of a bill for regularising guest teachers to Lieutenant Governor (LG) Anil Baijal with their comments unless approved by the ministers concerned.

The development comes a day after the Delhi Assembly passed the bill which seeks to regularise around 15,000 guest teachers in government schools. "I have come out with an order that neither the law secretary nor the education secretary should send file without getting their comments approved from the law and education ministers," the deputy chief minister said.

During a discussion on the bill in the Delhi Assembly on Wednesday, Kejriwal had alleged that officers are not showing files to the ministers concerned on the direction of the LG. Sisodia, who also holds the education portfolio, has issued an order directing law and education secretaries to follow his direction.

He said that as per the Transaction of Business Rules (TBR), law and education secretaries will send the file pertaining to the bill, with their comments to the LG for his approval.

He said that whatever file that goes to the Lt Governor for his approval should go with the ministers' remarks.

On Wednesday, the Delhi Assembly passed the bill on regularisation of guest teachers despite the objection of the LG who claimed that it was not in accordance with the constitutional scheme of governance of the NCT of Delhi. As per the bill, all guest teachers and teachers hired under Sarva Shiksha Abhiyan, who have been engaged for at least 120 days after April 1, 2016 and fulfill the required educational qualifications, would be eligible for permanent jobs.

The AAP government has been at loggerheads with the LG over the appointment of guest teachers for the last few months. Earlier in August, Deputy Chief Minister Manish Sisodia wrote to the LG urging him to give a direction to the chief secretary and Directorate of Education (DoE) to create a one-time policy on the regularisation of these teachers.
