With the city rolling out Graded Response Action Plan (GRAP) to battle deteriorating air quality, the odd scheme may make a comeback if it plummets to 'very poor' or 'severe' category. The Delhi government and the Supreme Court empowered Environment Pollution Control Authority (EPCA) are mulling this and banning of construction activity as future measures if the air continues to worsen.

Currently the air quality in Delhi is oscillating between 'poor' and 'moderate' category according to the data collated by Central Pollution Control Board (CPCB). The Delhi government will roll out more stringent measures like banning construction, hike in parking fee and odd-even scheme if it dips to 'very poor' and 'severe' slot. According to sources, odd even scheme is part of the GRAP if the situation does not improve and is still under consideration stage as one of the prominent steps if need be.

In case the air quality falls below severe marker, then steps like increasing frequency of mechanised sweeping of roads, water sprinkling to settle dust, identifying roads that generate high dust density will be brought into force. If the condition worsens to severe plus emergency, then trucks will be banned from entering the capital and a task force will be formed to decide upon shutting of schools.

Delhi started with the enforcing of GRAP on Monday as combat mechanism against stubble induced pollution which hits the city and its neighbouring cities during October-November. As per the GRAP started from Monday to improve air quality, garbage burning has been banned while mechanised sweeping of roads have also been started. The traffic police have also been instructed to impound polluting vehicles and more traffic police have been deployed to ensure smooth flow of traffic.

Farmers in Karnal, Kurukshetra, Kaithal, Patiala etc have been burning paddy straw to clear fields for sowing rabi crops. The smoke from these farm fires mix with pollutants in the atmosphere, spiking pollution level in Delhi
