Public Interest Litigation (PIL), seeking direction to the Centre and the authorities concerned to impound cows that are seen feeding on garbage on roads across the country, was filed in the Delhi High Court on Friday.

Taking note of the petition, a bench of Acting Chief Justices issued a notice to the Centre and the Animal Welfare Board of India. The court also directed the three municipal corporations and the NDMC to file their counter affidavits in connection with the matter.

The PIL, filed by advocate SN Bhardwaj, sought action against the owners of the cows as per the provisions of the Prevention of Cruelty to Animals Act by directing the municipal authorities across the country.  The plea urged to allocate land for cowsheds. The plea suggested the establishment of sufficient number of veterinary hospitals with qualified doctors for the treatment of cows.

“A large number of cows are found eating garbage. Animal Welfare Board of India being the statutory authority and legally bound to perform its duty in accordance with Central Act, Prevention of Cruelty to Animals Act, failed to discharge its duty,” the plea stated.
