Penalty waived for tax defaulters

Property tax defaulters can pay in old notes till Nov 24. Amnesty scheme to stand till February 28 next year and applies to all kinds of assets

The demonetization drive has brought good cheer to the three municipal corporations of Delhi as they have now found a way to recover long-pending dues from the property tax defaulters. The defaulters, too, have something to be happy about.

Not only have the corporations announced a 100 per cent waiver on penalty and interest on the full payment of dues by those who have not paid the tax for the last 12 years, but they are also accepting the payment in old currency till November 24. The civic bodies expect to recover around Rs 50-100 crore during this period.

The decision comes right ahead of the municipal polls, scheduled to be held next year.

While the amnesty scheme will stand till February 28 next year, the date for accepting old denominations may or may not be extended, depending on the Finance Ministry’s decision, said a senior corporation official.

The scheme is applicable to all types of properties, including residential and commercial, among others. Generally, a penalty and an interest of 1 per cent each per month is levied on the total amount of the tax due.  

The south corporation has over four lakh defaulters, while the north and east civic bodies have a list of around seven and six lakh defaulters, respectively.

“The decision was taken collectively by all the three corporations. The aim of the scheme is to not only generate higher revenue but to motivate people to pay their property tax in time on a regular basis. The scheme offers relief to all types of property holders,” said Shyam Sharma, Mayor of the south Corporation.

A resolution regarding the decision was passed with assent from the Congress leaders in the Opposition under Section 174 of the Delhi Municipal Corporation (DMC) Act.

Sources in the corporations, however, said the government departments themselves accounted for more than 50 per cent of the total defaulters, including water and housing departments, and the police establishments.

Meanwhile, between November 11 and 16, the three corporations earned nearly Rs 16 crore by accepting old currency for payment of this year’s taxes.
