The Delhi government's plan to introduce new Parking Rules, 2017, has hit a roadblock, with Resident Welfare Associations (RWA) resisting the move to impose day-time parking fee in residential areas. The draft of the policy, which was put out in the public in July, is now being reworked.
Lieutenant-Governor (L-G) Anil Baijal will hold a meeting on Wednesday, with the Transport Department, the Environment Pollution (Prevention and Control) Authority (EPCA), municipal corporations, and other departments concerned, to discuss the issues being faced in finalisation of the policy.
According to the Delhi government officials, the policy must be finalised and brought into force by October. The policy, which aims to decongest roads in the space-starved Capital as well as help contain air pollution, was supposed to be rolled out ahead of winter.
"There was some opposition from residents and RWAs on restrictions on parking during the day in residential areas. We have discussed some measures and will be presenting the same to the L-G in the meeting," a senior official said.
The Aam Aadmi Party (AAP) government's new Parking Rules propose checks on roadside parking and encroachment on pavements and public places through higher penalties and parking rates to optimise the use of limited parking space in the city. The EPCA had given a series of recommendations to be inducted in the policy, including introduction of higher parking rates during peak hours, reduction in the number of personal vehicles, law enforcement against wrong parking, and fee for parking in residential areas, among others.
Most parking spaces across the city, including surface and multi-level lots, are maintained by the three corporations — south, north, and east. The three corporations are now focusing on building stack parkings, which are user-friendly as well as take up less time to come up.
