Parking on footpaths should be strictly prohibited, says L-G Baijal

Ahead of municipal corporation elections scheduled on April 22, Lieutenant Governor Anil Baijal has asked all stakeholders on Wednesday to help create a proper "parking policy" in the national capital. The Lieutenant Governor held a meeting of all the stakeholders after witnessing the city streets being taken over by contractors managing illegal parking. He warned the officials to end the parking menace and directed, "Parking on footpaths should be strictly prohibited."

During the meeting Vikram Dev Dutt, Commissioner (Transport) of Delhi government made a presentation on the 'Draft Parking Policy'. Thereafter, Ashwani Kumar, Secretary of Public Works department made a presentation on 'Issues relating to Road Cutting Permissions' in Delhi.

Baijal directed the officers of Delhi government and municipal corporations to identify roads and commercial streets that can be earmarked as 'No Tolerance Zone' for parking in consultation with Traffic Police and municipal corporations. "Measures to be categorised into short term, medium term and long term for strict implementation," he said.

He also said that there should be adequate authorised parking and enforcement in Delhi. "Roads should be categorised on the criteria of density, width and its connectivity. Digitised short stay parking for parking management solutions to be encouraged by Municipal Corporation of Delhi (MCD), New Delhi Municipal Corporation and Delhi Development Authority," the Lieutenant Governor said.

Finding irregularities in parking allotments, he directed MCDs and other agencies to strictly monitor contracts of parking lots. He also directed Delhi Metro Rail Corporation to work out parking slots for para-transit vehicles and underground parking for public convenience and last mile connectivity.

To traffic police, he said that there should be continuous patrolling on roads and use of technology should be stepped up for challaning. "Instead of uniform parking charges in the entire MCD area, there should be differential parking charges depending upon the area and demand. Free parking for non motorised vehicles must be emphasised," he said.

As regards road cutting permissions, he said that all agencies who have underground services and networks, should ensure that no damage is done to facilities of other agencies when they are carrying out underneath work. "The details of the road cutting schedules should be brought into public domain and Standard Operating Procedures to be put in place for online clearances," he directed.
