Ola, Uber users may soon be able to choose co-riders

The Delhi Transport Department is mulling a new set of rules for shared cab services, which will enable passengers to choose their co-travellers. In the existing practice, commuters sharing a cab are shortlisted by the service providers through a specially designed algorithm.

The move, which is still in the discussion phase, may enable sharing facility to continue. The service has been under the radar for sometime now, for violating the Motor Vehicle Act. The Contract Carriage Permit does not allow multiple bookings of a cab by different passengers, which is the core of sharing service that is being provided by aggregators such as Ola and Uber.

A cab can be booked by as many as four passengers sharing a ride. As per a clause under the permit, a person has to book the entire vehicle. The Stage Carriage Permit, however, allows booking of a seat in commercial vehicles, such as bus.

As per the new proposal, the primary passenger or the one who booked the cab first will be able to decide who he or she wants to travel with. Sources in the Transport Department said they will soon discuss the new measure with app-based service providers. 

They further informed that they would ask the service providers to devise an algorithm and put in a system in place in this regard.

The move, if brought into force, will save the sharing service that has become hugely popular among commuters for being economical. A few months ago, there were reports that the Delhi government was thinking of banning the shared service as it was violating the Motor Vehicle Act, 1988. According to reports, instead of banning the facility, the Delhi government is bringing in new clauses that will allow cabs to ply on roads under shared category.

One of the salient features of the new policy, which will bring all radio-based cab providers under one umbrella, will be zero surge pricing. The government will fix a maximum fare, charging anything beyond which will invite a heavy fine. The cab operators will also have to get license from the state transport department to run on roads. A fleet of minimum 100 vehicles will be mandatory to get a license.
