In a push to the Centre's Solid Waste Management Rules 2016, the North Delhi Municipal Corporation has finally decided to distribute 12,000 pairs of green and blue bins to residential societies, markets, jhuggi-jhopri (JJ) colonies and slum clusters to segregate waste.

Since the rules were notified, it has been a challenge for the three municipal corporations in the Capital to make people segregate garbage at the source.

The initiative has come under the Swachh Bharat Mission (SBM) which was launched on October 2, 1014.

On Thursday, the civic body distributed over 1,500 bins in residential societies and JJ colonies in Model Town area under its Civil Lines Zone. However, the officials said that the bins have been distributed last year as well on a pilot basis in two colonies including Minto Road and Vivekanand Colony but how many people use it still remains a challenge.

"We will be distributing 12,000 pairs of bins in our jurisdiction. The project will be commissioned in phases," said a senior corporation official.

According to the rules, source segregation of waste is made mandatory in order to convert the waste by recovery, recycle and reuse. Households and all kinds of establishments generating waste will now have segregate waste into three streams - biodegradable material, dry (plastic, paper, metal, wood, etc.) and domestic hazardous waste (diapers, napkins, mosquito repellants, cleaning agents etc.) before handing it over to the garbage collector.

"Managing waste is a large issue and must be made into a mass movement. The problem with the civic agency is poor coordination within its agencies and contractors handling waste. They have also not been able to reach out to people completely. If they plan to do it now, they must make everyone a part of it," said Rajesh Mittal, a resident of Model Town.

The Capital generates over 9,000 metric tonne of waste on a daily basis.
